What happened to Scoops?!

For the small empire I am trying to cave out with the Institute – it is taking a lot of work. A good example is not be able to keep some steam behind our ace reporter Scoops Biscotti! He is a fun character and I would like to more fully develop him, but…I am developing a calendar of events that I can go to and getting the newsletter/mailing list going right now.
Ultimately, at this point, he is not a source of revenue or much in the way of “flavor”. Ideally I can incorporate him into stories WITH Dodger when he goes afield. I mean, “Dodger and Scoop Danger at Eiglenook Castle!” Doesn’t it just scream pulp stories for teens and other adventurous soles?!
This coming week i will be on an actual vacation and have a chance to see what interest level my father would have in becoming our ghost writer. He has A LOT if knowledge, experience and a healthy reading appetite that should provide for great material.
